KUBU RAYA – Warga 4 desa di Kecamatan Kuala Mandor B, Kabupaten Kubu Raya protes pembangunan jembatan gantung penghubung antar kabupaten karena mengganggu lalu-lintas masyarakat yang menggunakan sarana transportasi air.
Struktur jembatan yang dibangun dengan anggaran pemerintah pusat senilai Rp 6,8 miliar terlalu rendah. Sehingga menyulitkan kapal pengangkut hasil bumi warga serta transportasi air lain melintas.
Selain itu, Kepala Desa Retok Sahidin mengaku tak pernah dilibatkan serta mendapatkan sosialisasi sebelum proyek ini dikerjakan. Warga tak pernah tahu letak titik pembangunan.
Sebelumnya, rencana proyek ini bukan di lokasi saat ini jembatan tersebut berdiri.
“Setahu kami dulu akan dibangun di Desa Sungai Enau dan menyeberang di Desa Padi Jaya, satu kecamatan. Tetapi pembangunan ini ternyata di Desa Sungai Enau ke Desa Sungai Segak yang merupakan daerah Kabupaten Landak. Jadi antar kabupaten. Dulunya mau dibangun 50 meter. Ini menjadi 200 meter. Itu juga jadi masalah,” kata Sahidin.
Padahal, warga berharap pembangunan jembatan ini bisa membawa kemajuan yang berujung pada kesejahteraan. Tapi pada kenyataannya, justru menghambat aktivitas yang sudah lama dijalani warga di perairan sebagai urat nadi kehidupan mereka.
Perwakilan Desa Padi Jaya, Subianto menerangkan, pada dasarnya warga tak ingin menghambat proyek tersebut. Namun, seharusnya memperhatikan kebutuhan masyarakat dalam pembangunan infrastruktur.
“Cuma tolong lah diperhatikan. Karena sebelum dibangunnya jembatan ini jalur sungai sudah digunakan masyarakat untuk penunjang ekonomi. Bahkan sungai ini digunakan sebagai jalur untuk membawa hasil bumi dari desa ke kota, begitu juga sebaliknya dari kota membawa sembako ke desa,” katanya, kemarin.
Penghasilan utama masyarakat di sana adalah pertanian dan perkebunan, seperti sawit. Ini tak bisa disimpan lama dan harus segera dikirimkan melalui sungai itu. Namun karena permasalahan ketinggian jembatan, menghambat kapal saat pengiriman.
Dia mengatakan, tingkat ketinggian jembatan itu tidak sesuai. Karena terlalu rendah sehingga mengenai kapal melintas. Warga pun meminta pelaksana proyek untuk menambah dua meter ketinggian badan jembatan. Kendati demikian, hal itu tak disanggupi, sehingga mereka turun ke lokasi untuk melakukan protes.
“Motor air kami saat melintas sangkut. Protes kami lakukan dua kali. Aksi pertama kami tidak direspon. Protes kedua kami dapat panggilan dan mediasi. Mereka sanggup untuk menaikkan, tapi hasil klarifikasi rupanya tak sesuai permintaan kami. Yang dinaikkan hanya beberapa sentimeter di bawah satu meter saja,” jelasnya.
Menurut Subianto, berdasarkan keterangan pihak kontraktor, permintaan warga untuk menaikkan ketinggian jembatan hingga 2 meter tak dapat dilakukan lantaran bisa merusak seluruh struktur jembatan. Bahkan bisa merobohkan jembatan tersebut.
“Kami akan melakukan aksi lagi. Yang jelas kami akan menghadap pemerintah kabupaten maupun provinsi. Kalau tetap tak ditanggapi yang jelas kami punya inisiatif sendiri karena ini menyangkut isi perut,” pungkasnya.
Sementara itu, Direktur CV Kharisma Siap Global Herman pembangunan jembatan sudah sesuai dengan bestek.
Pembangunan jembatan sudah hampir rampung. Hanya saja, memang dalam proses pembangunannya sempat diprotes warga, karena dianggap mengganggu motor air yang melintas di sungai tersebut.
“Sejak awal pembangunan jembatan itu sudah sesuai bestek yang ada. Bahkan, sebelum melaksanakan pembangunan kami sudah melakukan survey dan pengukuran ketinggian jembatan, dari permukaan air. Baik pada saat kondisi air surut maupun pasang,” katanya, kemarin.
